Card check called for recognition of a unit if a majority of employees signed cards designating the union as their sole bargaining representatives. The company wanted to be able to present its position before having a secret ballot election. But this meant in practice that managers in non-union entities would hire union busting consultants who would try to make the union appear an unneeded third party who would cost employees dues money and ruin relations with management. This became a heated issue; the union saw its strength being progressively eroded.
Beyond the political discontinuity, two more significant discontinuities intervened. • One was economic: The buying power of Italians, which was 33 percent that of Americans in 1950, became 70 percent that of Americans by 1990.  • The other was technological: car production became efficient, and car ownership and highways exploded.  Ferrovie dello Stato's new mobility mission was taken over by the car, the bus, the truck, and—later—the airplane. Fiat became not only the Ferrovie's major supplier, but also—with Italian drivers—its major competitor.
In fact, neither company nor union was able to keep to the principles; the company in particular kept resisting union organizing which eventually did undermine cooperation.
