Using Theodore Roosevelt’s pronouncement that all naval ofﬁcers must be engineers, the line absorbed the separate Engineering Corps through the Amalgamation Act of 1899. Factional disputes within the American naval ofﬁcer corps took up a great deal of attention between 1861 and 1910. The common line-engineer acceptance of the navalist thought style and of the post-1890 battleship strategic paradigm did not ameliorate the antiengineer and antitechnical bureau campaigns of the line ofﬁcers.
