Using Theodore Roosevelt’s pronouncement that all naval officers must be engineers, the line absorbed the separate Engineering Corps through the Amalgamation Act of 1899. Factional disputes within the American naval officer corps took up a great deal of attention between 1861 and 1910. The common line-engineer acceptance of the navalist thought style and of the post-1890 battleship strategic paradigm did not ameliorate the antiengineer and antitechnical bureau campaigns of the line officers. These grew even more intense as the relationship between strategy and technology grew more clear-cut after 1898.

2 Line officers used the British program to garner congressional, business, and popular support for construction of modern warships to escape the postbellum naval stagnation. Designated “coastal battleships,” as were the three pre–SpanishAmerican War ships that followed, the three 1890 ships had a limited steam- Image not available. The Mahanian battleship-based strategy was rooted in the large gun and steel armor. Both are evident in the forward 13-inch gun turret mounted in Oregon, one of the first three battleships authorized in 1890.

In 1909 the former chief of the Bureau of Steam Engineering, Engineer-in-Chief George Melville, summarized the naval conservatism that worked against true amalgamation: Mr. ” This was true and yet it was an extremely radical change and it is taking time to have the change come about completely. 117 The Postbellum Naval Profession Melville compared the resistance to engineering to the old fight in education between the classics and the sciences. The men with the classical education held the important positions and the advocates of scientific training for a long time had a difficult task to secure adequate recognition.
